The Board aligns with local needs by drawing on the expertise of service providers in the Homeless Advisory Council.

The Lincoln County Homeless Advisory Council is a cross-sector group of service providers, community partners, and individuals with lived experience. Its role is to ensure that decisions about homelessness response are grounded in the realities and needs of our community.
The Council plays a key role in shaping policy, funding strategies, and the priorities of the Homeless Response Office. It was established in 2025 as part of a new, streamlined structure, replacing several previous committees with the goal of elevating the voices of those with direct, “boots-on-the-ground” experience.
Together with the Lincoln County Homeless Advisory Board and the Homeless Response Office, the Council helps ensure accountability and clarity of roles:
- The Board governs, setting overall direction.
- The Council advises, ensuring frontline and community voices are heard.
- The Office implements, carrying out the work day to day.
This structure keeps community experience at the center while advancing a more effective and equitable response to homelessness across Lincoln County.
